Local modern policing had developed in: high level policing model royal irish constabulary, peelian police, rcmp etc. was responsible for maintaining the nation state itself it was a political police, intended to maintain the state itself. Job was to render these areas docile through the representation of authoritarian and draw territories into the constabulary done through a show of force at the top level, civilization process. Liberal capitalists states have always been premised on well-functioning markets. State was more a tool to steer people in the direction of responsibility: low level policing model promoting docility, participation in the market, Bo(cid:271)(cid:271)y"s o(cid:374) the (cid:271)eat, (cid:449)orki(cid:374)g through pre(cid:448)e(cid:374)tio(cid:374) and persuasion, fair for all citizens, disciplinary authority. One is for the countryside of colonies and the other is for the metropole of civilized citizens at home but they are two sides of the same coin.
