Purpose of the market is to reward the individual he changed his views from mercantilist to liberal capitalism: goes from serve the sovereign to reward the individual. Job of the state so markets can expand: to clear away the area by the markets, becomes a nightwatchmen state. Merchants were paying a lot of taxes to the crown. Move from pastoral model of sovereign to something more discipline. More ordinary people being paid a wage in factories. You can see what people do with their money. Lets try to manage this economy with government intervention.
