Prior to the 20th century and into the 20th century (up until the great depression) what we saw in the realm of policing was that police officers were uneducated, underpaid (potentially even volunteers), and relatively unsupervised. Watchmen style because this is the focus, there isn"t a drive to enforce each and every law because the goal is to just main certain stability in the community. Up until the great depression, police officers were generally regarded as largely ineffectual, sometimes portrayed as totally corrupted, and media depictions see as police being offered up as a foil to the criminal hero (bumbling idiots) Implementation of the uniform crime report (ucr: measurement of the police, held to task. Success of the police was something we could measure: management technique the best way to combat crime was through reacting, policing became less maintaining order but is now focused on reacting to calls for service.
