Outsourced services: hired someone for the services (psychological assessments, community supervision programs, treatment beds, offender visitation programs) Contracted services: set up a dental care in the facility, have their own material and infrastructure (dentistal care, physician, food services, laundry, camp operations) Video #2: prison industrial complex buying judges to jail kids bribed to imprison kids for scratching cars and thrown steaks, shows that the court got power over minority.
