Canada has been using criminal law for prohibition purposes since the early 1900s. 1908: opium (the canadian government made the opium act. 1911, they made it into a prison sentence for possessing opium. ) In the early 1900s chinese immigrants were moving into british columbia to work on the gold rush. They were seen as a threat against the canadians because they were being replaced since the chinese were willing to work for less. In 1996 the controlled drugs and substances act (cdsa) was passed.
