In the 13th century the constable watch system was formalized by the statute of westminster. Watchmen organized within church parishes and constables appointed people to the watchmen status. All males between ages 15 and 60 had to possess weapons and be ready to come to the assistance of a watchman when their assistance was needed. Together they were supposed to protect citizens from things like robbery and fires. In the mid-1700s, the city of london was experiencing a severe crime problem. The military was called in to deal with this. These soldiers controlled the people; they made the problem worse instead of fixing it because people were scared of them. The bow street runners (1748) began the creation of professional law enforcement agents. Their membership was voluntary, but they laid the foundation for modern policing. Sir robert peel created the london metropolitan police act which was passed in 1829 by english.
