Historically, no such things as formal police departments until 1829 when first formal civilian police force was developed, originated in london, england, metropolitan police. Prior to the modern development of police services, there were forms of policing. These forms of policing were semi-officials types of appointments, some of them were based on an individual, citizen responsibilities, private types of policing, and most of these forms of policing took place in smaller community. British society, prior to the development of industrial revolution was based upon a federal aristocratic system, a system in which most society lived in a region. A feudal system was based on society in which most people lived and worked agricultural communities; there weren"t many large towns or cities during that time. A feudal system was based on the control of land by feudal lords or landlords today.
