Unlike the frankfurt school which argues that popular culture is created by those in power in order to instill their values into the masses hall argues that the masses do not passively accept popular culture. The producer encodes the meaning of pop culture (i. e. they have a reason for creating it). The consumer decodes the meaning in a way that may be different than intended.
