In neoliberalism we are experiencing a normalizing of fear of crime and that its inevitable. Self-protection tactics = basically practices of self-protection because we live in a society where risk is normalized. We know that responsibility of state for ensuring our security & policing and other social goods has diminished to the point where we are required to take over most of those functions. Fear of crime ironic, as state has been retreating, crime rates are going down. Disjuncture by how things happen in society and how we perceive things to be. Reason risk is important because its central to the broader transformations managed we can find out who is to blame. (civil law) All of the ways of examining of how something went wrong is key in too late. Risk management techniques: personhood relates to the rest of society you are responsible to take different steps to ensure your safety in society.
