Global climate change governance: climate change is a problem of global dimensions, reasons to make sense of finding global solutions, climate change is pervasive: carbon emissions are emitted everywhere on the planet. This means that if one actor tries to reduce emissions, the benefits cannot be enjoyed only by this actor but are distributed to everyone (and vice versa). This can make global governing processes ineffective: climate change is uncertain: it is difficult to find scientific evidence showing exactly how the climate is changing and how specific actions will influence climate change.
