During the october revolution the leaders realized that celebrating the memory of the revolution was central to their legitimacy. The communist side that led the fight over occupation won. After the war, the new communist government also had to legitimize itself. In order to do that, they went on a large scale campaign to remind people of the battles of wwii that the communist won. Certain streets would have plaques reminding people of heroes that died fighting the germans. Large scale memorials were usually built in the 60"s and 70"s. For every site there was a public call for proposals. The monument to the partisans was one of the most popular sites. The building itself is an interesting utopian project. These sites were supposed to represent togetherness and unity.
