This power is about a belief that rather than others having power over us, we should have control over the things that are important to us and a ect our lives. The idea of citizen participation is a little like eating spinach: no one is against it in principle because it is good for you (arnstein, 1969, p. 216). Has come to mean anything that involves people. Empowerment relates to a process whereby decisions are made by the pope who have to wear the consequences of those decisions.
