Document Summary
Citizen power means community members having some level of control over the decisions that shape their lives (gallant & sharpe, 2016, p. 42) 1) power is not evenly distributed among groups. 3) power takes di erent forms (visible, hidden, invisible) Enhancing citizen power means nding ways to shift power imbalances. Citizen power is the idea that citizens should have power is a foundational principle of community development practice. This power is about a belief that rather than others having power over us, we should have control over the things that are important to us and a ect our lives. The idea of citizen participation is a little like eating spinach: no one is against it in principle because it is good for you (arnstein, 1969, p. 216). Has come to mean anything that involves people. Empowerment relates to a process whereby decisions are made by the pope who have to wear the consequences of those decisions.
