How do we develop the appropriate level. Is this someone who needs to be fired or is it a department wide problem. Calls the street violence, the dirty harry problem. Film dirty harry is a detective that throws down his badge and does things that are not ethical to catch the bad guy: questionable means to achieve noble ends.
