Early municipal policing": have had versions of municipal policing for a while, quebec city in the 1650"s quebec city night watchmen kind of resemble a municipal police force- beginnings. Had no training in how to handle people, weren"t organized. No one was in command in order to keep them accountable. Tied to the courts unlike the night watchmen: high constables upper canada (1798) Hierarchy starts to grow, more volunteers and a need for accountability. Appointed citizens to be constables in each township. Were now responsible for finding other officers (volunteers still) to be the rudimentary police force within these townships: board of comissioners created in upper canada (1858) Created to ensure that the individuals were following protocol and not involved in criminal activity (most were) and would give discipline as needed. Big challenges were still bad training and corruption many were taking bribes on the side, fighting, stealing, etc: emerged slowly, east to west, during mid to late 19th century.
