Responding to concerns regarding the wealthy having an advantage: canada and us wider emphasis on finding government efficiencies, rand report and emphasis on efficiencies responsible for this growth in private policing. Johnson & shearing mass privatized spaces as a reason for the increase in private security: changes everything because our urban centres were being gutted. Eventually made it extremely difficult for cities to pay for services, because they companies were no longer paying taxes.
