Constables montreal and quebec city (1787) Appointed by justice of the peace (jp) to maintain order and carry out court orders: they were tied to the courts, carrying out official government business. High constables - upper canada (1793: level of constable above the constables that were there before. Appointed citizens to be constables in each township. Boards of commissioners created in upper canada (1858: first sign of oversight in a serious way, making sure they were following protocol, no illegal activities, administer discipline. Emerged slowly, east to west, during mid to late 19th century. Influence of robert peel & london metropolitan police (1829) Police are the public and public are police: they are the public they are not above the public. Equity, accountability, transparency, neutrality: shouldn"t be politically involved. Mid 19th: population was becoming increasingly industrialized, and urbanized, increasing the criminal behaviour of all different kinds.
