Apparently youth were involved in this: immigration youth crime attributed to this. Promises of prosperity in the new world weren"t realized. Many children who came from europe were left alone and impoverished: addressing new crime led to the growth of schools and clergy. One institution for youth was opened in both upper and lower canada. They could treat the poor and working class. They especially thought that youth could be rehabilitative: child savers believed that youth could be saved from a life of crime through interventions they tried to remove children from prisons.
