As a result a juvenile justice system was created with the passage of the juvenile. Some critics argued that they system was not punitive enough; others, that children would be deprived of their legal rights. Still law and order groups worried that the system was not punitive enough. Politicians responded with punitive recommendations and the youth criminal. The cycle of juvenile justice reform continues with the ycja. Prior to the creation of the juvenile justice system in canada, english common law dictated any one over 14 was subject to the same law as adults. Those under 7 were considered unable to distinguish right from wrong. Between 7 and 14 could suffer same consequences as adults it determined they had ability to distinguish right from wrong.
