The ability of the police to perform their functions depends on public approval of their actions. Police should use physical force only to the extent necessary to ensure compliance with the law or to restore order only after persuasion, advice, and warnings are insufficient. The basic mission of the police is the prevent crime and disorder. Pre-confederation: mostly informal policing done by community residents. First police officers: quebec city, mid 17th century. Mandate: police conflicts between ethnic groups and employers/labourers. Often set up in response to disorder resulting from gold strikes in 19th century. Currently ontario, quebec, and parts of newfoundland have their own provincial police force. About 70 000 police officers across canada. 199 police officers per 100 000 population. Number of police officers increased over the past decade. Number of female officers increased (1 in 5 officers is a woman) Four levels: federal, provincial, municipal, and first nations.
