Healthy civil society can play a key role in the policy process: want to voice their groups interest, getting issues on the agenda. Have to recruit citizens, but also other actors, like politicians, to get problem on the agenda: influence policy formation. Choosing a reasonable solution something leaders have to balance: pressure state during decision-making stage. One of the problems is that after these stages, the social movement starts to demobilize: monitor implementation and evaluation stage. In the global south, implementation is one of the most difficult stages, thus it is important for civil societies to stay involved. Tactics used to influence various stages of the policy process: institutional. Working from within, or working with formal institutions of the state: extra institutional. Opposite of institutional working from outside. Can be peaceful or violent: double militancy. Keeping pressure up through mobilization from outside: no matter what tactics are used, framing will always be used in each step.
