Established in 1950 and was restricted to those european persons displaced as a result of. The 1951 convention on the status of refugees therefore restricted the definition to. Many states including the us were opposed to extending protection to other places besides europe. The us imposed a 3-year limit on the unhcr, preferring to provide aid for in situ development. The unhcr"s mandate therefore remained legal as opposed to material protection. In the words of one un high commissioner, sadako ogata, unhcr essentially waited on the other side of an international border to receive and protect refugees fleeing conflicts .
