But if they are writing a character evaluation, then that"s a straight forward reference. Would publishing the results of a survey about how well judges communicate, know the law, etc. violate independence. Would a judge giving a speech on the topic of abortion violate norms of the judicial role: depends! Yes because they are already stating their stance before a case.
