Law: body of rules, enacted and applied by public of cials in a legitimate manner, backed by the force of the state. Laws have to be enacted legitimately - go through a number of processes. For a law to matter it has to be applied. Laws have to be backed by the state. Politics has to re ect a certain set of laws. Chief law : rule of law rule of law: equality before and under the law. Courts have been asked to sort out highly controversial and political issues. Catholic church was very powerful at the time.
