Ccla = civil liberties association: most frequent government interveners. Less expensive than sponsorship, but still very expensive: early on they could get some government funding to intervene in cases. Over time non-government interveners increased: this is because early that had lack of resources and did not know if it would make a difference to go to litigation, ccla most common.
