Opp/rcmp: commercialization most radical; government no longer provides funding for service (ex. Intended city benefits: downtown revitalization, reduced cost to build (particularly important since it could have been built cheaper in west end, no risk of operational loss. Pols2250 public administration and governance: guelph centre partners (gcp) 35 year lease, opened fall of 2000. Jan. 1997 entered into 4 year agreement with andersen consulting. 63: expenses paid out without proper documentation, public administration issues, demonstration of the power differences between public and private partners, far too much willingness of the public servants.
