Benign neglect": culture is something you are free to pursue on your own time in your private life. In the same way that the state cannot endorse a preferred religion for any reason we shouldn"t promote one culture. In the face of diversity, a nation tries to glue itself though its various social institutions. For example: if language is english, then majority are obviously at an advantage. In addition to the individual rights granted by a liberal society, a multicultural liberal democracy will grant these groups special rights. Those special rights need to follow the rules we put up earlier, they must promote equality between groups and must not bring any qualities within the group. Systematic discrimination says you can"t have an entire system that is constructed for men and with men"s interest in mind that is somehow disadvantages women.
