Japan is on the eurasian plate, near the eurasian and pacific plate boundary, there is a fault line there. The slow subduction of the pacific plate has been building up pressure for ~150 years, so that the eurasian plate was being compacted. The slipping of the plates caused a large amount of water to be pushed up. The area around is flat, low level agriculture land, therefore there was no structure (ie. trees) to slow down the water. Due to this the water can rush in for 6-7 kilometers before reaching a hill side to stop it, thus maximizing the area or destruction. Sendai is only 80 miles from epicentre of the earthquake. The depths of the water basin/seafloor contributed to building a larger tsunami. Issues evacuation " people head for higher ground.
