Eyewall the most intense winds and rainfall occur in the inner-most bands of clouds. Eye the eyewall surrounds a circular area of calm conditions and broken clouds from 5-60 km. Jet stream strong winds in the upper troposphere occur in the concentrated flow of the air. Storm surge rapid local rise in water that happens when hurricane winds push water on shore.
