Risk assessment and risk management terms in industry and regulatory circles to describe the process of evaluating hazards and risks. Risk is always associated with a probability of something happening not certain something will happen but nothing is risk free. Pufferfish example = voluntary risk b/c the diner can chose whether or not to eat the fish. But, many food safety concerns involve involuntary risks consumers don"t have much opportunity to make informed choices about the products they are eating. Regulatory policy is there to manage involuntary risk.
