There are all kinds of legal sanctions against behaviour that structures our lives. When it comes to politics, it becomes a moving scale where different municipalities have different values and what they feel is the most important to regulate. These sorts of obligations and rights we have exist at different levels. With religion, you can find a local community of people that think and believe the same things like you.
