Mitrany"s ideas of functionalism; more relations you have, you adopt more linkages. Remember though that mitrany"s version is limited because power still maters, nationalism still matters. Its not just 2 states trrlying- 2 acros above the state level interacting on variety of issues. Multiple actors, multiple agendas interacting across bounderies, across agendas. How is comlex interdependence to be achieved and managed. How is conflicted to be managed in an interdependent framework. We talked about mulip actors and agendas. Neolib say states matter more than liberals. Multiple actors still matter, but off those actors, states remain most powerful. Multiple actors matter as well as states. Cooperation is the means by which actors ingcluding states are going to maximize their value in an interdependent world. If you are living in an interdependent world you need to cooperate. Absolute gains are what matters most am i better off before this arrangement. They agree that there are problems for cooperations.
