Group of hunters can go after 2 potential targets/prey. They can go after the hare individually, but also the stag but requires everyone to go after it. Long run individual interest: this is climate change. How power is used within international relations is an important idea. How the sytem is balanced is one way. What can happen here is the alternative to balance it: Bandwagening ; europe or china would need to ally with the us. A single state in power of international relations. We lack any hegemonic state so bandwagoning probably wont happen. Voluntarism; states choose whether they are going to balance. China is not chosing to bandwagon with the us. Balances are driven by voluntarism; states chose what to do. Determinism: there is no real choice, all states are primarily concerned about their survival. How different theories understand the role of cooperation. The idea of interdependence you rely on other states.
