Some use the term to non state actors but only organizations that don"t have a profit motif. Not an international non gov organization becase tnc has a responsibility to make a profit, unlike ingo. Non gov org that is domestic meow foundation. Vs an international: red cross, doctors without borders. When we talk about the ones in the universal sense; theyre comprised of non state actors.
