Extensivenebess : high politics, low order complexity. Excetuctiv: cabinets, presidents, how they exersize power to keep the society together. We look at the power they have to make laws. Did it result in the society"s coming together or coming apart. Judicial courts that judicate conflicts, how do they use their power to do this. We look at the administrative : coercive. Domestic level: we only focus on governance with government. In the international level: governance is the way in which order is established and maintained in the system of states ( westphalian system) In the international system we talk about governance without government. Best way is to suggest the interstate system is in a constant state of anarchy : it is anarchic. Anarchy speaks to the breakdown of order. For some, anarchy is very negative but we use the term anarchy because there is no supra- natural authority. You can only explain the gov function in the apsense of gov.
