Influence of emperor, based out of imperial court in kyoto, rarely extends out of palace walls. In countryside, regional ruling families, daimyos, employ private armies of samurai. Shogun primary responsibility: keep barbarians out of their respective domains: marginalization, winners & losers, diff way of evaluating daimyo clans. Inner daimyo (aligned w/ tokugawa; based out of the north: outer daimyo (easily isolated from tokugawa; marginalized in part bc of resistance to. If you commit crime elsewhere, you get charged based on laws in your homeland: dramatic loss of sovereignty for china handling their own affairs, other powers (french/russian/american) start to follow suit.
