Efficient gov"t , good taxation, expand administrator structure. Creation of new position: vizier position of state, right hand man of the caliph, can appoint or depose the emirs. State council run by the great vizier, they meet at a place called divan , has giant cushions to sit on and discuss things. Complex taxes: land tax, head tax, trade taxes. Postal department , something they picked up by the persians, roads connecting the key centers, a postal chart in baghdad, intelligence network, can move information across a huge distance. Loss of central control gulf between the rulers and the people who are ruled, the caliph kept. Emirs following their own ways, not paying attention to central abbasid court. 11th cent trouble in jerusalem, didn"t have a stable ruler (muslim ruler), in 1009, the holy church was destroyed and the christians resented the muslims, his successor rebuilt the church, but the resentment was still there.
