Hold off extra water, not usually from flooding. Its to hold back water from entering river systems. Depressions (sediment bases) put in a number of different locations (lake summerside, fountain lake) purpose is too hold back water. On the side of the slope, dam like area, the water will take its time to get to the river and at that point it wont flood anymore or it will jus evaporate up.
