How police are governed in terms of wrong doing and accountability. Pre confederation laws were mostly informal policing by community residents: as communities grew there were a need for formal policing. First police constables: quebec city, mid 17th century, upper canada, early 19th century. Varied duties: night watchman, tax collection, bailiffs, building inspectors. By 1867 provinces own police forces. Rcmp- 1873, replaced provincial forces, early 20th century. Only ont, quebec and parts of newfoundland have provincial police forces. Approximately 60,000 police officers: 1 per 529 canadian, number is steadily increasing. 1 out of 5 officers are female. Largest component of cjs: 60% of funding. Police as: institution or service, activity. The pluralization of policing (in text: para policing, increasing safety by private security, they are not police, we have a lot more private security now days, police do not have a monopoly on policing anymore. There are 4 key values: power and authority and maintaining order and society"s values.
