5 Refugees
An individual who “owing to well-founded fear of being persecuted for reason of race, religion,
nationality, membership of a particular social group or political opinion, is out-side the country
of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the
protection of that country; or who, not having a nationality and being outside the country of his
former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling
to return to it.”
United Nations High Commission for refugees: 96 million people who are displaced refugees or
stateless.
Refugee status (CIC): eligible if outside home country’ and cannot return there due to a well-
founded fear of persecution based on:
- Race
- Religion
- Political opinion,
- National, or
- Membership in a particular social group, such as women or people with a particular
sexual orientation.

Application for refugee status inside Canada:
Application for a hearing by the Immigration and Refugee Board: Refugee Protection Division
Two categories regular and applicant from Designated Countries of Origin (DCOs)
DCOs: countries which are not normally sources of refugee claimants: respect human rights and
offer state protection. DCO applicants not eligible for work permit and receive faster hearing.
