Categories of levels: non-participation, no influence, tokenism. Manipulation: no say in what happens, does not gather opinions or concerns, meant to inform and convince, educate the public and inform them. Ineffective way of conducting public participation: not looking to receive input, hear their views, changing their minds. Informed through posters, pamphlets, media, meetings, etc: ex. Consultation: on its own, not seen as a good form of public consultation, consultation through attitude surveys, neighborhood meetings, public hearings, etc, ex. New landfill location and closure of a public facility. Placation: begin to have a little bit of influence, minority representation on boards of community action agencies or on public boards such as the police commission or housing authority. Partnerships: citizens opinions and concerns are part of the decision making process, negotiations between those in power and citizens.
