Montesquieu claimed that a liberal constitutional monarchy was the best system of government for people who prized freedom. Wanted to divide sovereignty into several centres in order to limit the possibility of tyranny (the crown, aristocratic courts, the church, the nobility) Under this system power would still reside in old sources especially the old monarchy. He would assign a fair share of sovereignty to aristocrats and the church.
