Document Summary

Is it really a system: implies they work together with each other, ie. Courts, collection etc: some scholars debate that it"s just convenient to call it a system, the three parts work better together because they exist somewhere, but they operate as separate institutions. Not 1 person who leads as a coherent group. But none can do their jobs without the other existing. Sometimes this creates tension ie. police officers complain that the sentence is not long enough, or they see the same offenders over and over again, getting caught for the same crimes Not communicating, their not working toward the the same goals often their working against each other. Does not exist in medieval ages, no courts, prisons, etc. Same criminal law rules and procedures across canada, local division of policing. Justice is more centralized than 1000 years ago.
