Caveat: not just critique, but also build alternatives. No work happens in a vacuum-- informed by policy, also impacts how workers are trained and informs values. Impacts values re: why or how services are provided. Govt has limited role in providing services. V hostile to poor, soc services are last resort therefore fail to bring people out of poverty. Poverty is severe, social safety nets are meant to be temporary. Work oriented, based on individual contributions eg taxes. All receive services but at different levels. V similar to residual, provides the minimum. Markets and families are key supplements to support. Celebrate market individualization, focus on privatization, theme is contracting out, public and private partnerships. Acknowledges certain forms of inequality (esp income inequality) are preconditions for equality of all citizens. Models aren"t that separate, start to converge = continuum as what"s understood as liberal model.
