Expression of national culture/identity/unity: market creativity assure that creativity is compensated. We all agree creativity adds to society, governments insure people who want to be creative as a job are compensated. Regulation government constraint on creativity?: functional regulation maintaining the proper functioning of a complex system; most broad of the system, prescriptive regulation obligations of subjects are specified formally. November 4, 2013: many activities involved roles of governments, making a choice to un- or de- regulate is also a form of regulation.
