A proposal is a logical and reasoned document that requests permission to undertake a task based on the arguments provided. Proposals as a blueprint, scale model, estimate for the final product. Shared ideas, expectations and perception are articulated - all participants have the same idea about what the scope of the project actually is. Spoken word records are not the only records available - since verbal discussions are not especially effective medium to communicate various types of info, a report proposal serves the same purpose as meeting minutes. Common point of reference are developed early in the project - putting something down on paper allows other participants to determine specifically if they agree with your plan. Project discipline is maintained - writing something down forces you to be more precise and complete in your own thinking. This proposal does not include any discussion of your research findings or similar information.
