People of the city figure out how to govern the city and the rules that the city should have. Aristotle was one of the first to decide. Thought it only had to with human interactions. Emphasis on the institutions: the state, the government, political parties, interest groups. Emphasis on power in its various form: central, influence, authority, coercion (robert dahl) Emphasis on distribution of resources or of values: who gets what, when, and how or allocation of values . Emphasis on process of conciliation groups get the influence equivalent to their importance (bernard crick) Isis, malala, water resources, war, student loan, health care, laws, police versus black people, gay marriage and rights, mental illness. What we hold in common concern of a group, community, region, nation, humanity, planetary: the root of the word polis in community. Recognition of the likelihood of different opinions and interests. Therefore, subjects to change through actions, processes, development of structures and systems.
