Initially not all individuals but those whose rationality was proven through the acquisition of property: initially extended in places like the uk to property owners, through their investments, and their trade holdings. Reason for the rationality was if you were a rational person you would have had the money in the bank to be able to buy more property. Included emphasis on freedom (of press, of religion, of thought) The public sphere was political just like everything else. The state has not business in the bedrooms of citizens . Increased popularity of democracy expectation of representation by greater numbers: no taxation without representation demands of american revolution, you shouldn"t be able to tax people if they aren"t included in their own government. Developmental democracy: benefits the individual by participating in decision-making, increase in social rationality & community, other goals for political community are also viable.
