How we implement food aid - the systems, the apparatus, the tools - those are shaped by trade policies, international relations, political ideology and our notions of both charity and justice. Food assistance convention (formerly food aid conventions) - coordinates and monitors food aid commitments from hics. Ngos - world food program, care international, oxfam, red cross, canada. Food grains bank etc - donation coordination and on the ground delivery of food aid. 1950-60s: food aid tried to surpluses of wheat and dairy, largely uncoordinated. 1970s: world energy crisis and food crisis; emergence of globally coordinated food aid. 1980s: emergence of development aid - food aid tied to other development priorities. 1990s: eu unties food aid, other countries follow suit, canada begins to untie aid. Usa and japan continue to provide primarily tied food aid. Tied aid - donor driven or supply driven. Funds for food aid stay in donor country. Often a time lag of up to 4-6 months.
