Variety of factors affect state leaders decision making: the factors are weighted differently for different individuals. The factors detract leader"s abilities to make decisions. Lack of info can lead to misperceptions: this is an obvious reason for poor decisions. Personal orientations, fear of loss, importance of status quo are less obvious factors: each is important for understanding the individuals and the decisions they are making. The factors work together to push individuals towards certain decisions. Misperceptions can also be caused by too much info, becomes noise, and the individual misses the important facts. Unconscious motivations exist maslow and winter. Our brain makes heuristics, which are mental shortcuts: they help us to not be bogged down by too much info, they help us to make decisions quickly without doing research or full analysis. Two types of heuristics: availability heuristic: mental short cut that helps us to make decisions based on examples brought to mind.
