In the ideal world, leaders are all philosophers: operating with superior rationality, have access to top notch information, all leaders would make decisions off of procedural rationality. In sudden tragedies, the goal tends to be to decrease panic. Another problem is misperceptions: misperception of the world, doesn"t match up with reality.
